Connecticut Department of Social Services' Uniform Policy Manual (UPM)


The Connecticut Department of Social Services' (DSS) Uniform Policy Manual (UPM, also know as UPMOP) constitutes a portion of the official regulations of the Department.  The UPM covers, in great detail and considerable length, all the public assistance programs, including Medicaid, administered by DSS.

sharinglaw.net has the UPM available, but Connecticut Legal Services, Inc. cannot guarantee it will be the most updated version.

Also, the Connecticut Bar Association now makes the UPM available for its members through its Casemaker service.

Instructions for installing this material on your computer will be sent to you.  This material will take up a significant amount of space on your computer, as much as 70 megabytes.  When installed the UPM will have 10 directories and hundreds of files.  

The UPM is being updated on an ongoing and unpredictable basis.  As a result you may want to establish a system of requests.

If you have previously installed the UPM on your computer and are downloading a newer version, it is advisable to delete the old copy from your computer prior to downloading the new version.  Otherwise when you attempt to expand the newer version, you will be asked, a few thousand times,  "Do you wish to overwrite?" the older version.

At present, DSS prepares this material only in Microsoft Word 97 format.  This permits it to be used on most, but not all, computers.
